Hiring virtual employees is not an easy task.
I can say this because i have an experience of this field.
Actually i wanted to hire employees for my site.I was looking for entire team of SEO and web designers.I had posted my project on e lance. BUT BUT BUT
I felt that there were many "Dummy projects".And those project were placed only to analyze there cost of the project. And we unable to understand that why our bit not get awarded.
So, the bottom line is wastage of time as well as money.
