Tackling bad elements

Dear Members,

Bad elements & rowdys are frequently interrupting the organization's functioning even though they are in no way connected with the matters. Even for a local leaders death or arrest, these elemnts targetting the industries and organizations as the prime target. They are breaking glasses, forcibly closing down the shutters, manhandling employees and securities.

How to tackle this as a HR incharge of an organization? Calling police are also not useful at times. Hope the forum will give some tips on handling these situations.
