I have been given the responsibility of setting up HR department of an Information Technology company. Where should I start and what all I have to take care?

That supposedly becomes the question of the HR times. There are a few basic steps to follow for the same.
Step 1 - Identify the need of an HR Department
Initiated by Management
Step II - Current Staffing plan
Man power planning methods
Future man power requirements
Step III - Any exisiting policies and procedure ( Yes - No )
If No, Management focus on Policies and Procedures
Employees maturity level and skill
Age group
Qualification
PODSCERB----- Method
Arriving at Beta Version
Test Run
Bench Marking
Setting Expectations
Informing employees
Formulating the policies in the form of a manual
Evaluating thro external auditing
Implementing

I recently started to create an HR dept.
My first q to management was, why do they need HR.
Second I started to do a Audit on their Policies and procedure.
