Define HR : Model, Map, Method ?

I would like to know your feedback. How do we define HR ?

1. Is it a Model ? or
2. Is it a Map ? or
3. Is it a Method ?

HR is more likely to be described a System (Method) that can give you right path to invest in most valuable asset i.e. human asset. Only this system provides the right person to be placed at the right place.
