No, there are no such norms. As it seems, there can not be. Unless we specify what exactly are the responsibilities of the HR person towards the other employees, and in what working conditions does s/he carry them out, the answer can not be worked out. Incidentally, I have been working on this specific problem for the last few days. Am about to take up a consultancy assignment in the Middle East countries on exactly this requirement.
