Suggestion for PA systems

Dear Members,

I am currently working with an organization which is into Financial news and market analysis. We are trying to roll out performance appraisal system for different departments. The major job profiles in this organization are:-

1. Reporters
2. Editors
3. Copy Desk (cross checking the reports send by the reporter for viability, authentesity, errors, etc)
4. Data team reporting the market information from BSE/NSE
5. Marketing
6. Technology,

Now I am facing issue how to measure the performance on these individual teams.

Can anybody suggest what criteria should be there which are measurable and quantifiable. Also can anybody give any idea who to you measure Empathy and Domain knowledge of a person, other than through aquestionnair.

Is there any members from the similar industry and has worked on the same.
