You are quite right in your observations that Job Analysis is the foundation of HR for doing all HR related functions and upholding HR systems.
This is valid for HR functionaries. But if you kindly permit, I would like to see your query as a larger picture – what is the foundation of HR in an organization?
In this context, I would like to say that HR is everybody’s function because everybody has to do man-management in his/her domain of work, in varying magnitude. If we agree with this, then in my opinion, “values & ethics” are the foundation of HR. As much as I have seen and read, this is a universally relevant hypothesis.
