Query on legal implications

Hi all,

I have a query. The following is the sitiuation:

A software organisation is registered in Bangalore and has its branch in Delhi.

Now, it has got a project in Mumbai. Can it issue a deputation letter ? A few whom i had consulted told me that the organisation cannot issue a letter as it needs to have an office in Mumbai ( Shops and Establishments Act and a few other laws)

The employees will be sitting at the clients place.

Do revert with the legal implications.
