I am looking to draft a consultant bench policy for my company.     I would like to include details that include

1) ideal % of total employees that can be kept on bench

2) is there a law that provides guidelines maintaining employees on bench

3) how are employees on bench compensated (ie: different than other employees)?

4) is there a max period that an employee can be kept on the bench?

any guidance is very much appreciated!
