The Communications Strategy can be formulated on the following  principles:

- communication processes must be clear and known to all

- wherever possible, communication must be purposeful, effective and timely

- wherever possible, communication must be open, clear and honest

- in general, relevant information will be available on an open basis, and only in exceptional cases it is not  available

- communication is a two way process. It is not just a question of messages being passed down from the Executive to members: upward and horizontal communications are equally important

- effective communication increasingly depends on information systems which must be easy to use, accessible and reliable

- the Executives must communicate effectively within  themselves and within the organization  it serves
