1] An integrated, methodical, and perpetual systematized methodology.

2] Strategy development to meet these requirements, by identifying actions that must be taken to attract, develop, and retain the quantity and types of workers the corporation requires.

3] Articulating the talent required to achieve corporate goals, determining the number and skill level of needed talent and where and when they will be needed.

In other words, effective workforce planning is a continuous talent delivery process that ensures corporations have the right amount of people in the right jobs at the right time.
