Weber's Law

Dear All,

Few times ago, I was exposed to a presentation regarding Weber's Law in Succession Planning. It says that we can use Weber's Law in doing job person matching for the purpose of succession planning.

If the gap between job requirements and actual competency of the person is less then 15%, then a successful promotion can be predicted.

If the gap is more than 15% but still less than 32%, then the person may need to spend extra effort in order to perform at their new position. and if the gap is bigger than 32%, the person may not suitable yet for the position.

It seems quite logical, but now I am looking for a supporting information or research regarding this law. Appreciate if any of you could comment on this or direct me to the appropriate references.
