Being an HR professional for more than 10 years, I have crossed paths with employees who can make your sunny day gloomy. They are late for work, unproductive, unhappy with what they have and complains a lot.

Behavior of these employees are like cancer cells that can infect other employees.

How do we decipher these applicants during interview? If we already have these people on board, how do we handle them?

i think that such kind of employees are not especially made by God to torture employers, but they turn to be so in due course of time. this can be attributed to the dissonance between what they thought and what they achieved, lack of regular monitoring, regular mentoring, clear communication of policies and no over-promising, observing a hierarchy system where the HR is not in direct contact with the employees (if front-line employees). this will help in developing a boss image well.
if you are not satisfied, kindly revert back.

By getting organized and working out a plan of action, confronting and handling people becomes much easier. Its better to identify the problem, understand & resolve it.

well i thing here u r more talking about the organisational culture,i mean organisational culture of your organisation is much affected by this cancer,so here it better to do some work on OD,by training and development type of activities.I tell u how trainings like employees engagement, employees personality development further on employees attitude etc., all these training have to conduct on regular basis for changing their view and thoughts about what they r not ready to change neither for company nor for themselves.

While selecting a candidate have the 3 things in mind.

1.  The candidate must have strong communication skill.

2. A candidate's nature (In all sense) must match with employer.

3. An interview must be a "win-win" situation for both, employer and employee.
