In my opinion what you do is personally call to the employee and wish him/her birthday on behalf of entire organisation and at the same time inform to one of Top Management Senior based on the availability and also ask him to wish the particular employee. If you succeed in covincing your Top Management Senior to wish the employees on their birthday, then there would not be any gift greater than the employees receive wishes from Top Management Seniors. In our organization, we send an email from HR to the birthday boy/girl on bahalf of the entire organization. its an ecard basically. other than that on the last day of every month we celebrate the birthday of all the employees falling on the particular month by cutting the cake and distributing snacks .
