I am working on a specific project and would seek your assistance to gather information on HR Policy and Practices. I would appreciate your inputs, view and suggestions to the following:-
1) Does your organization have a standard operating procedure on who is responsible for developing and updating HR Policies?
2) Is responsibility for HR Policies managed in a centralized or a decentralized manner? 
3) If policy work is centralized does that person also have responsibility for Employee Relations?
4) Do you have a process for determining what policies will be developed / edited, beyond those which are legally mandated?
