Begin with an end in mind and put first things first.
Level 3 is all about measuring behavioural change, post training. So what is your end?. Improvement?.
If your end is behavioral improvements, what is your priority?. Do you have a dictionary of behaviours that forms the standard/expectations. If you don't have one, then put that first in your action before you can even think about evaluation. Go develop a competency framework that describes all the behavioral indicators/measures for each job/position.
